{"id":176,"date":"2020-01-31T08:44:41","date_gmt":"2020-01-31T08:44:41","guid":{"rendered":"http:\/\/powertothepublic.org\/?p=176"},"modified":"2026-01-17T18:20:44","modified_gmt":"2026-01-17T18:20:44","slug":"frequently-asked-questions","status":"publish","type":"post","link":"https:\/\/powertothepublic.org\/index.php\/2020\/01\/31\/frequently-asked-questions\/","title":{"rendered":"Frequently Asked Questions"},"content":{"rendered":"\n<p><strong>What\ndoes the Initiative do?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Thurston\n\tPublic Utility District (TPUD) currently provides water service. A\n\tvote of the people is required to  add authority for electric\n\tdistribution and service. A petition from voters will put  the\n\tquestion of adding electric authority to TPUD on the  November 2020\n\tballot.\n\t<\/li><li>Your \u201cYes\u201d\n\tvote for Thurston County electric authority allows our existing \n\t(TPUD) to become our electrical provider but does not mandate it.\n\tTPUD could conduct a full feasibility study into the best way\n\tforward. Should TPUD conclude that public power is not currently\n\tviable, TPUD could wait until it is. Meanwhile, PSE will continue to\n\tprovide service.\n\t<\/li><li>Converting\n\tto public power is a public process with public meetings and elected\n\tofficials. The public will have multiple opportunities throughout\n\tthis lengthy process to weigh in on whether they want to proceed or\n\tnot. If the TPUD acts in ways counter to the public\u2019s desire,\n\tvoters may replace those Commissioners.\n\t<\/li><li>Thurston PUD\n\twould have the support of a statewide public power community to plan\n\tand implement a transition. They would hire experts and trained\n\tstaff to replace PSE and ensure as smooth a transition as possible.\n\tAs public power, they would also have access to low-interest bonds\n\tfor the purchase of PSE\u2019s assets. Jefferson PUD successfully\n\tnavigated this transition less than ten years ago.\n<\/li><\/ul>\n\n\n\n<p><strong>What\ncould TPUD do with electric authority?<\/strong>\n\n<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>That depends\n\ton decisions by the three PUD Commissioners and what the public\n\twants them to do. They could explore renewable energy projects. They\n\twould have access to a slice of cheap Bonneville Power Authority\n\telectricity for economic development special projects. Or they could\n\ttake over the Puget Sound Energy\u2019s electric system and become\n\tThurston County\u2019s electric company. Thurston PUD would have ten\n\tyears to use the authority in any way, from finding one customer to\n\ttaking over PSE\u2019s electric service.\n<\/li><\/ul>\n\n\n\n<p><strong>What\u2019s\nwrong with PSE?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>PSE is a\n\tfor-profit corporation primarily owned by investors in Canada and\n\tThe Netherlands. They are regulated by the State Utility and\n\tTransportation Commission (UTC), who regularly approve their\n\tfrequent rate increase requests. \n\t\n\t<\/li><li> Their\n\tbusiness decisions  provide more profit for their wealthy investors\n\trather than reinvestment to the local economy and local jobs as\n\twould be provided by a public-owned utility. \n\t\n\t<\/li><li>PSE\u2019s\n\tdecision-making occurs behind closed doors. No one knows what they\n\twill come up with next to help widen their profit margin. In a world\n\twhere we see PGE in California filing for bankruptcy over\n\tmismanaging wildfire protection, and Boeing paralyzed from a\n\tdisconnect between safety and corporate profits, Thurston County\n\tcitizens are concerned about their lack of influence on PSE\u2019s \n\tdecisions.\n<\/li><\/ul>\n\n\n\n<p><strong>How\nwould Public Power affect our local economy?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Public power\n\tmeans adding jobs in Thurston County \u2013 many of them union jobs\n\twith good pay.  PSE\u2019s base of operations is in King County, where\n\ttheir high-paid executives work. \n\t\n\t<\/li><li>Under public\n\tpower, all employees will be stationed in Thurston County. Both the\n\tmanagers and workers responding to outages will be familiar with and\n\tlive in the area and by definition more committed to our community;\n\tthey will be much more familiar with the system than someone from\n\toutside the county could ever be, and  the salaries paid with your\n\trates will be reinvested here in our local economy.\n\t<\/li><li>In addition,\n\tThurston PUD can use electric service strategically to support the\n\tlocal economy. Local control means greater flexibility to be\n\tpartners in investments that create sustainable living wage jobs.\n<\/li><\/ul>\n\n\n\n<p><strong>Would\nour rates change if Thurston PUD becomes our electric utility?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Most likely\n\trates would go down, or at least stay the same. \n\t\n\t<\/li><li>Thurston\n\tPUD, like other public utilities, would have access to federal\n\thydropower at lower rates than PSE and other corporations, and get\n\tfinancing at lower rates than corporate utilities. \n\t\n\t<\/li><li>Every year,\n\tmillions of dollars paid by Thurston County  ratepayers leave our\n\tcounty for overseas corporate profits, money that could stay in our\n\tcommunity, create local jobs and economy, and importantly\u2014to help\n\tlower rates. \n\t\n\t<\/li><li>Public power\n\tis non-profit, thus any gains are used to pay off debt, to maintain\n\tmore reliable infrastructure, to explore alternative energy\n\tstrategies, and to keep rates lower.\n<\/li><\/ul>\n\n\n\n<p><strong>Would\nPublic Power help us respond to the Climate Crisis?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>PSE has\n\tinvested heavily in the carbon economy. \n\tPSE gets over one-third of its electricity from coal, and another\n\tone-fifth from natural gas, so over half of their power is generated\n\tby burning fossil fuels. Although they\n\town several hydroelectric projects, they also get power from\n\tcoal-fired plants in Montana and Utah. They are  proposing  a Liquid\n\tNatural Gas (LNG) facility in Pierce County, now well under\n\tconstruction despite objection of the local tribe upon whose\n\ttraditional lands it sits and widespread objection by the community.\n\t\n\t\n\t<\/li><li>Despite\n\twarnings of scientists and pleas from youth organizers such as the\n\tSunrise Movement that immediate action is needed to divest from\n\tfossil fuels, PSE continues with \u201cbusiness as usual\u201d to please\n\ttheir investors. Rather than divest, PSE has increased fossil fuels\n\tuse over the past eight years.\n\t<\/li><li>By contrast,\n\tpublic utilities  enthusiastically embrace emerging energy\n\ttechnologies and conservation strategies such as smart grids and\n\tdistributed generation. Corporate utilities like PSE have powerful\n\tlobbies and do what is legally required. Thurston County needs a\n\tresponsive public utility lead by an elected body accountable to\n\tvoters to prepare us for a progressive energy future.\n<\/li><\/ul>\n\n\n\n<p><strong>Why\nwould it be better if our electric utility is a PUD instead of a\ncorporation?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Commissioners\n\telected by Thurston County voters govern the PUD. Therefore,\n\tCommissioners must be responsive to the public. And as a\n\tstate-sanctioned municipal corporation, the PUD must follow Open\n\tMeeting and Public Disclosure laws and are subject to review by the\n\tState Auditor.\n\t<\/li><li>PUDs across\n\tWashington have successfully provided public power for over 80\n\tyears. Thurston PUD belongs to a network of experienced public\n\telectric utilities who work together to provide the best possible\n\tservice. Thurston County is surrounded by public power: our\n\tneighbors in Mason County, Grays Harbor County, Lewis County, and\n\tTacoma all have electricity supplied by public power.\n\t<\/li><li>Thurston\n\tPUD\u2019s electric supply strategies would be guided by good business\n\tpractices, principles of conservation and sustainability, and  the\n\twill of the  public rather than  a foreign owned privately held\n\tcorporation\u2019s push for profits. As we face climate disaster, this\n\twould allow the public to guide  electric supply to renewable energy\n\tsources and help Thurston County to become truly carbon neutral.\n<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>What does the Initiative do?
